AVISO PÚBLICO
En virtud de las disposiciones contenidas en el Artículo VI del Certificado de Incorporación del Fondo de Innovación para el Desarrollo Agrícola de Puerto Rico, mediante el cual la Junta de Gobierno de la Autoridad de Tierras, le delega, cede, transfiere, asigna, confiere y otorga a FIDA, todos aquellos poderes, facultades, derechos y prerrogativas legales que originalmente le fueron, y posteriormente le han sido, concedidos a la Autoridad de Tierras de Puerto Rico por la Ley de Tierras de Puerto Rico; y de conformidad con la Ley 38-2017, según enmendada, conocida como “Ley de Procedimiento Administrativo Uniforme del Gobierno de Puerto Rico”; se propone la adopción del “Reglamento General de Funcionamiento Interno y Aplicación Integral y Estratégica de los Deberes y Poderes del Fondo de Innovación para el Desarrollo Agrícola de Puerto Rico (FIDA)”.
Este Reglamento se adopta con el propósito de agrupar, consolidar y modernizar en un solo documento, los actuales reglamentos que rigen las operaciones y programas de financiamiento, incentivos y de mercadeo del Fondo de Innovación para el Desarrollo Agrícola de Puerto Rico, a fin de simplificar los procesos de otorgación de estos beneficios a los agricultores. El Reglamento fue aprobado por la Junta de Directores de FIDA, mediante el Certificado de Resolución Núm. 2020-03 del 14 de septiembre de 2020.
A partir de la fecha de esta publicación, copia de este Aviso y copia del Reglamento a adoptarse estarán disponibles para revisión, en días laborables, en el horario de 7:30 a.m. a 11:30 a.m. y de 12:30 p.m. a 4:00 p.m., en la siguiente dirección: Edificio del Departamento de Agricultura (Oficinas de FIDA), Ave. Fernández Juncos #1309, Pda. 19½, Segundo Piso Santurce, Puerto Rico. Copia de este aviso y del texto completo del Reglamento a adoptarse, estarán disponibles para revisión en la siguiente página de internet: www.agricultura.pr/fida.
Dentro de los treinta (30) días siguientes a la publicación de este Aviso, las personas interesadas podrán someter sus comentarios por escrito o solicitar, por escrito, una vista oral sobre la aprobación de este Reglamento, con los fundamentos que a su juicio hagan necesaria la concesión de dicha vista oral a la atención de la Directora Ejecutiva del Fondo de Innovación para el Desarrollo Agrícola de Puerto Rico, Agro. Public notice
Pursuant to the regulations in Article VI of the Certificate of Incorporation of the Innovation Fund for Agricultural Development of Puerto Rico, whereby the Board of Directors of the Lands Authority, delegates, relinquishes, transfers, assigns, gives and grants to FIDA [Innovation Fund for Agricultural Development, initials in Spanish], all the powers, faculties, rights and legal prerogatives that were originally, and subsequently, granted to the Lands Authority of Puerto Rico by the Lands Act of Puerto Rico; and pursuant to Act 38-2017, as amended, known as the “Uniform Administrative Procedures Act of the Government of Puerto Rico”; the adoption of the “General Regulations of Internal Operations and Integral and Strategic Application of the Duties and Powers of the Innovation Fund for Agricultural Development (FIDA)” is proposed.
These Regulations are adopted in order to gather, consolidate and modernize in one document, the current regulations that currently govern the operations, financing, incentives and marketing programs, of the Innovation Fund for Agricultural Development, to simplify the process of granting these benefits to the farmers. The Regulations were approved by the Board of Directors of FIDA, by Certificate of Resolution No. 2020-03, of September 14th of 2020.
Starting from the date of this publication, copy of this Notice and copy of the Regulations to be adopted, will be available for review during working days from 7:30 a.m. to 11:30 a.m. and 12:30 p.m. to 4 p.m., at the following address: Department of Agriculture Building (FIDA Offices), Fernández Juncos Ave. #1309, Stop 19½ [“Pda. 19½”], Second Floor, Santurce, Puerto Rico. Copy of this notice and of the entire text of the Regulations to be adopted will be available for review at the following internet page: www.agricultura.pr/fida.
Within thirty (30) days after the publication of this Notice, interested parties can submit their comments in writing or request in writing, an oral hearing regarding the approval of these Regulations, setting forth the reasons for which, in their opinion, holding said oral hearings is required, to the attention of the Executive Director of the Innovation Fund for Agricultural Development, Agro.
